Call for Case Submissions:
Digital Intelligence Shaping the Future: Innovative Practices in Global Governance Talent Cultivation
1. Background
To further implement the United Nations Sustainable Development Goals (SDGs), advance educational cooperation and innovation exchanges of the 21st Century Maritime Silk Road University Alliance, and support the high-quality development of global governance talent cultivation in the artificial intelligence era, the Organizing Committee of the 2nd 21st Century Maritime Silk Road University Alliance Conference & President Forum, jointly with the Global SDGs and Leadership Development Center (GSLDC) officially launches the global call for outstanding innovative practice cases.
Open to global universities and research institutions, this call gathers high-quality educational resources along the Maritime Silk Road. It aims to conduct in-depth dialogues on frontier concepts and innovative practices of digital intelligence-enabled global governance talent cultivation, analyze common challenges in international higher education development, and explore new paths for pragmatic cooperation in higher education, scientific research and collaborative innovation.
2. Eligible Applicants
Open to universities, research institutions and think tanks across the globe with no regional restrictions. The initiative particularly encourages member institutions of the 21st Century Maritime Silk Road University Alliance to submit high-quality innovative practices.
3. Submission Themes & Classifications
Centering on the official theme Digital Intelligence Shaping the Future: Innovative Practices in Global Governance Talent Cultivation, this call focuses on digital intelligence-driven educational reform, global competency development and the systematic construction of international governance talent training systems. Combined with official standardized categories and international educational innovation characteristics, the detailed submission tracks are listed below. All cases shall adhere to three core attributes: digital innovation, international adaptability, and practical operability, and conform to the development needs of global talent cultivation.
• Curriculum Innovation: Interdisciplinary curriculum integration of AI, big data, digital ethics and global governance, including SDGs-oriented project-based teaching design, digital intelligent tool-enabled cross-cultural negotiation teaching, and innovative curriculum system construction of digital international rule education.
• Experiential Practice Cultivation: Global governance practical education projects empowered by digital technology, including cross-border volunteer services, AI+SDGs youth innovation and entrepreneurship, sustainable development practices in Maritime Silk Road regions, and cross-border digital governance research projects.
• Collaborative Talent Cultivation: Multi-stakeholder collaborative education innovation models connecting universities, international organizations, government authorities and industrial institutions, including the development of Sino-foreign joint training bases, dual-mentor mechanisms, cross-border joint training programs and international education cooperation platforms.
• Evaluation System Innovation: New evaluation systems for global governance talents in the AI era, including hierarchical assessment of digital literacy, scenario-based assessment of international governance capabilities, and result-oriented evaluation mechanisms for cross-border practical achievements.
• Special Talent Programs: Targeted cultivation schemes for global young governance talents and international professionals, as well as customized talent delivery, overseas training and international internship programs in cooperation with UN institutions.
All submitted cases must be fully implemented practical projects, focusing on the integration of digital intelligence empowerment and global governance talent cultivation, with outstanding innovation, typicality, effectiveness and scalability.
4. Submission Requirements
4.1 Core Standards
1. Authenticity: All cases are based on real implemented projects with verifiable processes, data and achievements, without fiction, exaggeration or plagiarism, and free of copyright disputes.
2. Innovation: Break through traditional talent cultivation models in educational concepts, curriculum systems, practical modes and cooperation mechanisms, reflecting the characteristics of digital intelligent education in the AI era.
3. Effectiveness: Possess quantifiable and verifiable educational outcomes that effectively improve students’ global competence and international governance capabilities.
4. Replicability: No reliance on exclusive scarce resources, suitable for implementation in different types of universities worldwide.
5. Completeness: Complete and logical case content covering background analysis, implementation measures, innovative highlights, practical effects and experience enlightenment.
4.2 Word Count
All case manuscripts must be written in English with word count of 2,000–2,500 words. Submissions with clear logic and detailed content supplemented by charts and images are highly recommended.
4.3 Format & Material Specifications
1. Document Format: All materials shall be integrated into a single PDF file (application form + case text + supplementary materials), with a .docx source file attached.
2. Page Setup: A4 paper with 2.5cm margins for top, bottom, left and right, 1.5 line spacing.
3. Structural Requirements: All cases shall cover six components: project background, objectives & target beneficiaries, implementation arrangements, innovative highlights, practical outcomes, experience summary and future outlook. Detailed writing specifications are specified in Annex 2.
4. Mandatory Information: Each submission must indicate the institution, person in charge, contact information, implementation cycle and case category.
5. Supplementary Materials (Recommended): Institutional high-definition transparent PNG logo, 3-5 high-definition project photos, media reports, cooperation certificates, achievement certifications and third-party evaluation reports.

3. Submission Deadline: 24:00 (GMT), June 30, 2026. Late submissions will not be accepted.
4. Submission Notes: Only electronic documents are accepted. All materials shall be integrated into one PDF file. Repeated submission is prohibited. The email subject shall be consistent with the file name, with institutional and contact information noted in the email body.
6. Review Mechanism & Benefits
6.1 Review Process
The review consists of three stages: compliance preliminary review, international expert blind review and public announcement. An international review panel composed of university academic experts, international organization representatives will conduct evaluation in a fair, impartial and open manner. The preliminary review verifies material completeness and standardization, and the final review adopts anonymous scoring. The selected list will be publicly announced for 7 natural days.
6.2 Core Benefits
All submitted cases will be reviewed by the expert panel. Selected outstanding cases will be awarded the official certificate of Outstanding Cases in Global Governance Talent Cultivation in the AI Era. Excellent cases will be compiled into the international report Global Competency and International Governance Talent Cultivation in the AI Era and globally released and promoted at high-level platforms including the ITU AI for Good Summit, UN Climate Change Conference (COP), Academic Council on the United Nations System Annual Meeting, and China Annual Conference & Expo for International Education.
